Retaining Walls in Auburn, WA

Quick answer

Auburn asks two different questions of a retaining wall. On Lea Hill and Lakeland Hills we terrace real grade with geogrid tied back into the slope. On the valley floor, soft alluvium over Osceola Mudflow and mapped liquefaction mean bearing gets designed before height does. Auburn is about twenty minutes from our Kent shop.

The ground under the Auburn flats isn't ordinary river dirt. About five and a half thousand years ago the Osceola Mudflow came off Mount Rainier. It left a stiff gray deposit that still sits under the modern silt. Above that you get poorly drained silt loams and a winter water table within a few feet of grade. The state maps this ground as highly susceptible to liquefaction. None of that stops a wall from going in. It does mean we size the leveling pad for the soil, not for whatever default the block manufacturer prints. It's also why a four-foot wall down here sometimes gets engineered when the same wall on Lea Hill wouldn't.

Up on Lea Hill and Lakeland Hills the work is terracing. There's plenty of it. Lots there often fall six to twelve feet from the back door to the fence. The usable yard is a strip until somebody cuts it into benches. So you get an Allan Block or Basalite wall with Mirafi or Tensar geogrid rolled out at engineered intervals and pulled back into the hillside. Block steps down to the lower terrace. Then a patio on the flat we just made. Lakeland Hills adds a wrinkle. Much of the plateau got mass-graded in the late eighties. What looks like native slope is often engineered fill. We probe it before we draw a section on top of it.

Two Auburn things come up on nearly every wall estimate. Access is the first. Plenty of Lea Hill plats have 36-inch gates and no side-yard room for a machine. That pushes the job toward block and hand work. Boulders usually come off the table. The second is the Groundwater Protection Zones the city keeps around its municipal water sources. Inside those zones, imported material can carry conditions. Where the drain rock and structural backfill came from matters more here than elsewhere in South King County.

Auburn is the one city in our area where the valley floor is mapped for liquefaction over Osceola Mudflow deposits. Down in the flats, a wall is a bearing and drainage problem long before it's a height problem. Auburn Groundwater Protection Zones can also put conditions on where the imported backfill came from.

That number is real, and it usually means no drain rock, no filter fabric and a base course laid on native soil — a wall that looks identical on day one and leans by year five. Permits in Auburn

Permits for the whole city go through City of Auburn Community Development on East Main Street. That includes the Lakeland Hills area that falls on the Pierce County side of the city line. Any retaining wall over 4 feet, measured from the bottom of the footing to the top, needs a building permit and stamped engineering. A shorter wall can get pulled in too if there's a surcharge above it. Auburn also keeps Groundwater Protection Zones around its municipal water sources. Work inside one of those can carry extra conditions on excavation, fill material and what you're allowed to infiltrate. So where the imported soil comes from matters more here than in most South King County cities. Grading volume thresholds, floodplain mapping along the Green and White rivers, and stream and wetland buffers each add their own review. Fence heights follow the zoning code, with the usual sight-distance limits at corners and driveways. Rules get amended, so we verify scope with Auburn at permit time.

My Lakeland Hills address is in Pierce County. Who permits the wall?

The City of Auburn does. Auburn spans the county line. If your parcel is inside city limits, the building and grading permits come from Auburn no matter which county records the deed. That covers the review of stamped structural engineering once a wall clears 4 feet from the bottom of the footing to the top. What does change on that side of the line is the utility district. That one matters for irrigation. It doesn't touch the wall.

Does the liquefaction mapping mean I cannot build a wall in the flats?

No. It means we design from the footing up. A valley-floor wall gets a wider, deeper compacted leveling pad. It gets a full drain rock zone with a perforated line that reaches a real outlet. And we bring engineering in earlier in the height range than a Lea Hill wall would need. Plenty of Auburn valley walls are perfectly ordinary jobs once they're designed for the soil under them.

How much of the slope behind the wall has to be disturbed?

More than most people expect. Worth knowing before the crew shows up. A geogrid-reinforced wall needs its reinforcement layers running well back into the hillside. So the excavation goes a good distance behind the face, not just to the block. On a tight Lea Hill lot you can lose the whole upper strip of yard for a while. We mark the excavation limits at the walkthrough so nobody is surprised by how much ground opens up.

Can you terrace a Lea Hill back yard in two shorter walls instead of one tall one?

Sometimes. It usually looks better too. Two shorter walls with a planted bench between them break up the mass, and that bench plants nicely with sword fern, salal and vine maple. One catch. Tiers stacked close together can get read by the reviewer as one taller structure instead of two exempt walls, because the upper tier surcharges the lower one. We lay out the offset with that in mind. Then we confirm it with Auburn before we price it.
