Bellevue isn't one landform. It's a run of north-south ridges the Vashon ice sheet left behind, with soft basins trapped in the low ground between them. Ridge work and basin work are two different jobs. That difference is most of what we do here. Somerset climbs the north face of Cougar Mountain toward a thousand feet. Lakemont sits on the mountain itself. Two miles away, Mercer Slough is a peat wetland deep enough that the highway crossing it counts as real engineering. Kelsey Creek drains the middle. Any crew pricing every Bellevue address off one template is guessing at the part that matters.

The housing follows those same lines. Northwest Bellevue and Enatai filled in on the lake side during the 1940s and 50s. Those lots have mature canopy, tight side yards, and original drainage that predates any code worth the name. Lake Hills was one of the largest postwar subdivisions in the state. Thousands of ramblers went down through the 1950s and 60s, on ground that used to be drained peat farmland around Larsen and Phantom lakes. Somerset and Woodridge are view lots cut into a hillside in the 1960s and 70s. Lakemont and the Cougar Mountain plats went in during the 1990s. That puts their builder-installed block walls right at the age when the drainage behind them quits.

The requests are steadier than the ground is. A level terrace big enough for a table and eight chairs, on a lot that falls twelve feet from the slider to the fence. Privacy from the three-story house that replaced the rambler next door. An entry sequence and a walkway that keep pace with an interior remodel. Lighting and a gas fire bowl so the space still works in October. On the Eastside, that's when people actually want to be outside. On the lake side of I-405 we do a fair amount of view management too. Nobody there is asking for more planting. They want the right plant at a height that will never grow into the water view.

What the crew hits depends on which side of a ridge line the house sits on. Up on Somerset, Woodridge and Bridle Trails it's Alderwood till with cemented hardpan a foot or two down. The drainage assembly behind a wall matters more than the block face does. Nearly every excavation up there finds the seep line, where winter water rides sideways across the top of the pan. Down in the Lake Hills and Kelsey Creek basins it's peat and soft organic silt. That won't carry a patio base. You over-excavate it, separate the base with fabric, and build a deeper section. Now and then we turn up old farm drain tile from the blueberry days. On the Cougar Mountain flank there are mapped coal mine hazard areas left from the Newcastle-era workings. We check the parcel map before anyone loads an excavator. You do not want to find that halfway through a dig.

Design gets drawn in our own office and our own crew sets the block. That counts for more in Bellevue than in most places. The city looks hard at grading, land disturbance and retained trees. A plan that ignores the root zone of the significant firs on a lot won't survive review. It won't survive the trees either. Planting follows the exposure. Rhododendron and evergreen huckleberry under retained conifers. Hydrangea and Japanese maple on a shaded entry. Hebe and lavender across a hot Somerset south face. And carex and red twig dogwood in the low corner almost every Lake Hills lot turns out to have.

Ground conditions in Bellevue

Bellevue sits on a series of north-south glacial ridges between Lake Washington and Lake Sammamish. Elevations run from lake level to about a thousand feet on the Somerset and Lakemont slopes. The ridges are Vashon till, generally Alderwood series. Under a shallow workable layer there's a dense cemented hardpan, so winter water perches and travels sideways instead of soaking in. The terraces in between carry Everett-type gravelly outwash. That drains freely and behaves nothing like till under a compactor. The basins are the problem ground. Mercer Slough is deep peat. The Lake Hills and Kelsey Creek lowlands hold organic silt and peat left from drained farmland, where bearing capacity is poor and a normal patio base will sink into it. The west-facing slopes down toward Lake Washington and the ravines along Coal Creek and Kelsey Creek carry mapped landslide and erosion hazard. That's the usual Puget Sound pattern. Permeable sand sits on top of impermeable till and seeps out at the contact. On the Cougar Mountain side, abandoned coal workings put parts of Lakemont and upper Somerset inside mapped coal mine hazard areas.

Permits

Permits go through the City of Bellevue Development Services Center. A retaining wall over 4 feet, measured from the bottom of the footing to the top of the wall, needs a permit with stamped structural engineering. Tier two short walls, or load one from above, and the city can review the whole arrangement as a single taller wall. Bellevue's clearing and grading code is stricter than most Eastside jurisdictions. Modest excavation volumes and fairly small areas of land disturbance can require their own permit, and the thresholds tighten sharply inside a critical area. Critical areas here include steep slope, landslide and erosion hazard, streams such as Kelsey and Coal Creek with their buffers, and wetlands around the Mercer Slough and Lake Hills basins. Add the mapped coal mine hazard areas on the Cougar Mountain side, which can require a special study of their own. Bellevue also enforces significant tree retention and landscape requirements. If a design removes a protected tree or trenches through one, that gets settled on paper before it gets settled in the field. Adding impervious surface past the drainage review threshold can pull a large patio or a paver driveway into stormwater review, even when nothing else about the project is regulated. Thresholds get revised, so we confirm the current numbers with the city at permit time.

Bellevue: common questions

Do I need a permit for a retaining wall in Bellevue?

Over 4 feet from the bottom of the footing to the top of the wall, yes, and it needs stamped engineering. Below that height it depends on context. A wall holding back a driveway can get pulled into review well under 4 feet. So can a wall with a slope loading it from above, or one inside a mapped landslide or coal mine hazard area. Bellevue has its own clearing and grading triggers on top of that. The excavation can require a permit even when the wall itself wouldn't.

Why is my Lake Hills back yard soft when the neighbors on the hill are fine?

Because you're probably on peat. Large parts of the Lake Hills basin were farmed after being drained around Larsen and Phantom lakes. The organic soil left behind holds water and compresses under load, and it won't support a standard patio base. More gravel on top does nothing. We over-excavate the soft material, separate the base from it with fabric, build a thicker section, and give the water an actual outlet instead of a place to sit.

Does Bellevue tree code affect a patio or a wall?

It can, and it catches people off guard. Bellevue protects significant trees and enforces landscape retention standards. Most of the time the question is whether you can cut a tree's roots, not whether you can remove it. Digging a wall footing or a base section inside the root zone of a retained Douglas fir is a design problem, and it gets solved before permitting. We locate the trees at the walkthrough and route the hardscape around them. Cheaper than redrawing the plan later.

What is the coal mine hazard mapping on Lakemont and Somerset?

The Newcastle and Coal Creek workings ran under this part of Cougar Mountain for roughly a century. The mapped hazard areas extend into upper Bellevue. For a normal patio or a short garden wall it usually changes nothing. Go deeper, or build a tall engineered wall inside a mapped area, and the city can require a geotechnical study that specifically addresses subsidence. We pull the parcel map before pricing so that cost is known up front.

How long does it take you to get to Bellevue from Kent?

About twenty-five minutes up I-405 outside of peak hours. Longer if we hit the Renton stretch at the wrong time.
