Quick answer
Tukwila is two grounds separated by three hundred feet. Down in Allentown and Riverton, undocumented Duwamish fill and a shallow water table mean bearing sets the wall design. On the valley floor the first test hole tells you almost everything. This is Duwamish alluvium. Silt loam and fine sand, laid down before the river was diked. There are peat lenses where the old sloughs ran. There's undocumented fill too, from back when the lower waterway got straightened and the dredge spoil had to go somewhere. What's under the sod on one Allentown lot won't tell you much about the lot next door. The winter water table can sit within two or three feet of grade. And most of that flat ground is mapped as highly susceptible to liquefaction. So a three or four foot wall down here can need engineering that the same wall on a hill wouldn't. Why would a 3-foot wall in Allentown need engineering?

Does the floodplain affect a retaining wall on my lot?

Rarely in a way that holds. Those walls were dry-stacked on native till. No drain rock, no filter fabric. Up here they usually have decades of big-leaf maple root growing behind them on top of that. Reset the stone and the water and the roots are still sitting exactly where they were. A fix that lasts means pulling the rock out, cutting a bench into competent ground, installing the drain assembly, and rebuilding in engineered block or fresh quarried basalt. Can you get equipment onto a narrow hillside street here?
